  • Electrical Transmission and Distribution,

  • Emergency Power Generation and Lighting,

  • Central Thermal Plant (Hot And Chilled Water Distribution),

  • Water Treatment Plant and

  • Wastewater Treatment Plant Operations.

SCADA Operations

VT Group staff operate and maintain the Supervisory Control and Data Acquisition system (SCADA) to ensure safe, reliable, monitoring and control the utilities systems.  This includes all equipment and components and associated tasks, such as:

  • Configuration control and database administration of computer workstations;

  • Programming programmable logic controllers;

  • SCADA LAN equipment;

  • Monitoring and control systems;

  • Monitoring and regulation of equipment controls;

  • Maintaining operating records, logs, and reports;

  • Lubrication and minor adjustment of equipment and system components; and

  • Maintaining and upgrading SCADA systems software.

  • SCADA systems equipment and components shall be efficiently and safely operated per ANSI, ASHRAE, NEC, UFC, and NFPA Standards, OMSI, SOP 522 and other specific operating manuals, procedures and instructions.

Electrical:

  • VT Group provides operations and maintenance services to the primary electrical system which includes: electrical power distribution, lighting, uninterrupted power source (UPS), emergency generators and cathode protection.

  • We operate and control the base power grid, including four substations, two metering stations and all of the equipment associated with them.  We control and maintain the backup generators which can and do provide the base with its own power source, including Black-Start.  We also maintain and control shore power for the sub-marines at the Refit docks, EHW's and the Site Six pier.

Wastewater:

  • VT Group also provides operations and maintenance services to the primary wastewater systems.  We operate two domestic wastewater treatment plants, one for general facility waste and one for wastewater which comes from the dry dock and submarines.

  • We also operate an Industrial Waste Treatment Facility that accepts batch industrial waste and also serves as a pretreatment facility for the plant that treats the drydock and submarine wastewater.  The wastewater system also includes more than 60 Lift Stations.

  • VT Group has successfully addressed environmental concerns requiring special treatments for waterfront and submarine wastewater due to the high concentration of oily waste, various heavy metals and high or low pH. We are ISO-certified for handling hazardous and industrial waste derived from wastewater treatment systems.

Central Steam Plant:

  • We operate and maintain the Central Thermal Plant (CTP) and associated distribution systems including all BTU meters, medium temperature hot water (MTHW) heat exchangers and MTHW control valves, satellite facility boilers, and portable boilers.

  • We assist the government to ensure all CTP boilers and all other boilers are certified in accordance with MIL-HDBK-1152 by government personnel.  We are responsible for preparing and/or cleaning boilers and related auxiliary equipment prior to inspection.  We accomplish all daily and periodic testing and laboratory analyses to ensure all proper performance parameters are met.

Water System:

  • VT Group operates and maintains the Naval Base Kings Bay, Ga.'s water system including pumping, treatment, storage and distribution of all potable water.  We manage three deep wells, one treatment plant, one fire booster pump station, two elevated water tanks (750,000 gallon and 1.0 million gallon) and two ground-level water tanks (400,000 gallon and 500,000 gallon).

  • We collect and analyze a minimum of 10 drinking water samples for coliform and submit results to the Georgia Department of Natural Resources Environmental Protection Division's Water Supply Laboratory each month in order to satisfy conditions of our State of Georgia-issued Water Permit.

  • We ensure the water system is maintained free of leaks and/or obstructions and is operated maintaining normal operating pressures.

  • We are responsible for the annual full flushing of the distribution system in concert with the annual Fire Hydrant Preventive Maintenance Program.  Flushing is performed in accordance with the AWWA Publication #90600LH (Implementation and Optimization of Distribution Flushing Programs).

  • We perform daily testing at each operating storage tank.  In addition, we operate, inspect and maintain the fire booster pump station and associated equipment.  We are also responsible for the accurate reading of up to 80 water meters monthly.
